おそらくそうだと思われます。
mke2fsのmanページに以下の記述があります。
mke2fs は e2fsprogs パッケージの一部であり、 http://e2fsprogs.sourceforge.net から入手できる。
上記サイトをみてみると
This is the home page for the e2fsprogs package. It provides the filesystem utilities for use with the ext2 filesystem. It also supports the ext3 and ext4 filesystems.
とありますので、やはり元々はext2専用で、ext3、ext4はあとからサポートされるようになった、という事だと思います。
