なし 11191、他 OSPF DR/BDRはいつ決まるか

マルチアクセスの場合は2wayの「最中」にDR/BDRが決定される。
DR/BDRが決定した後にEXSTARTに移行し、EXSTARTの最中にマスタ/スレーブの決定、DBD交換の為のシーケンス番号決定が行われる。

上記のように理解していました。
Web問題集の解説だとEXSTARTでDR/BDR決定と書いてありますがdebugみてもEXSTARTの前にDR/BDRは決まっているように見えるんですよね。
(該当する問題は複数あると思うのでIDは一例として11191)

ちょっとした解釈の違いかもしれないので解説の誤りでは?と言う気はないのですが
もし、よりベターな書き方があれば修正を検討して頂きたいです。
(もちろん、私の理解に間違えがない場合です)
